Period re-creation is decent (the interiors-heavy film was shot entirely in Puerto Rico), Polish effectively peppers in bits of archival footage, and the story is often involving despite its missteps. Still, it’s hard not to wonder where the picture might have landed with a more skillful, charismatic lead and a subtler retelling.

It presents a mostly sympathetic portrait of Mildred Gillars, the American actress who made propaganda radio broadcasts for the Nazis during World War II. Not an impossible task, but a tough one that the best efforts of producer-star Meadow Williams and director Michael Polish couldn’t make persuasive.

The movie's characters are less compelling, however, and the film never deeply engages the issues of consent, culpability, and justice it asks us to consider.

This is a plodding and ultimately infuriatingly noncommittal movie.

Clumsy, campy and kitsch, but also deadeningly dull for long stretches.

Pacino has made a lot of movies that feel like glorified tax shelters, but this is the first that appears to have actually been shot in one.
